WhatsApp Business API Pricing in India: What You Actually Pay
How WhatsApp Business API pricing works in India: Meta's per-message charges, which messages are free, BSP subscriptions, and setup fees, with a way to estimate your monthly bill.

Key takeaways
- Your total cost has three separate parts: a one-time setup fee, a monthly BSP platform subscription, and Meta's per-message charges.
- Meta charges per delivered template message, priced by category (Marketing, Utility, Authentication) and the recipient's country.
- Replies inside the 24-hour customer service window are free, and so are utility templates sent while that window is open.
- Marketing templates are usually the biggest line on the Meta bill, so estimate them separately before you commit to a plan.
The three bills behind every WhatsApp API account
Picture a coaching institute that signs up for WhatsApp Business API because a provider's plan looked cheap per month. A few weeks later a second bill arrives, this time for the fee reminders and batch announcements they sent. Nobody misled them. They simply saw one of the three bills and not the other two.
WhatsApp Business API has no licence fee of its own, but running it costs money in three separate places:
- Setup fee (one-time). Paid to whoever configures your Meta Business Manager, registers your number, gets templates approved and connects the API to your CRM or website.
- BSP platform subscription (monthly). Paid to your Business Solution Provider for the inbox, dashboard, chatbot builder or API layer you use day to day.
- Meta's per-message charges (usage-based). Billed by Meta for template messages you send, at rates Meta sets.
Most quotes in the market show you one of these. To compare providers honestly, you need all three, written down, for the volume you actually expect to send.
How Meta charges for messages
Meta moved WhatsApp Business API from conversation-based pricing to per-message pricing in 2025. You now pay for each template message Meta delivers, and the rate depends on two things: the template's category and the country code of the person receiving it. For a business messaging customers on +91 numbers, the India rates apply.
Every template you create is assigned one of these categories:
| Category | What it is for | Examples | Charged? |
|---|---|---|---|
| Marketing | Promotions, offers, announcements, re-engagement | Festive sale, new batch launch, "we miss you" message | Yes, highest rate |
| Utility | Updates about a transaction or account the user already has | Order shipped, appointment reminder, fee receipt | Yes, unless sent inside an open service window |
| Authentication | One-time passwords and login codes | OTP for account login or checkout | Yes |
| Service | Free-form replies to a customer who messaged you | Answering a product question | No |
Meta also offers lower rates for utility and authentication messages as your monthly volume grows. Rates and tier thresholds change periodically, which is why we are not reprinting rupee figures here. Use Meta's current pricing page and rate card as the only number you trust.
Which messages cost nothing
A large share of real-world WhatsApp traffic can be free if you design for it. Three rules matter.
1. The 24-hour customer service window
When a customer messages you, a 24-hour window opens. Inside it, you can reply with free-form messages (text, images, documents) without using a template, and those service replies are not charged. Each new message from the customer resets the window.
2. Utility templates inside an open window
If the window is open, utility templates sent during it are also free. A clinic patient who messages "Is Dr. Mehta available Thursday?" can receive the booking confirmation template at no charge, because they wrote in first.
3. Free entry points
When a customer reaches you through a Click to WhatsApp ad or a WhatsApp button on your Facebook Page, Meta opens a longer free window (72 hours) during which your messages are not charged. Check Meta's pricing documentation for the current conditions before you build a campaign around this.
Estimating your monthly Meta bill
You do not need a spreadsheet model. You need one line per category, using the current India rate from Meta's rate card:
Monthly Meta cost =
(marketing templates x marketing rate)
+ (utility templates sent outside a window x utility rate)
+ (authentication templates x authentication rate)Here is how that plays out for two typical businesses.
A dental clinic
- Appointment reminders a day before each visit: utility, mostly outside a window, so charged.
- Replies to patients who message about timings: service, free.
- A monthly check-up reminder to past patients: marketing, charged at the higher rate.
For most clinics the reminders dominate the count, but the occasional marketing blast can still be the bigger rupee figure.
A D2C brand
- OTP at checkout: authentication, charged.
- Order confirmed, shipped, delivered: utility, charged unless the customer has written in recently.
- Abandoned cart nudges and sale announcements: marketing, charged.
- "Where is my order?" conversations: service, free.
Count each category for one typical month, multiply by the rate, and add 15 to 20 percent headroom for growth and retries. That number is your Meta budget. Review it after the first full month against the actual invoice.
What providers charge on top
The other two bills come from the companies you work with. BSP platform subscriptions in India typically run anywhere from ₹0 to around ₹16,800 a month depending on the provider and tier. A free tier may be fine for a small team replying to inbound chats; paid tiers usually add multiple agent seats, chatbot flows, broadcast tools and CRM connectors.
Implementation is the third piece. Mecverse publishes its fees instead of hiding them behind a sales call:
| Mecverse service | Price (excl. GST) |
|---|---|
| One-time setup, integration & Meta verification | ₹15,000 |
| CRM / website integration | From ₹10,000 |
| Monthly support retainer | ₹3,000/month |
These fees are separate from your BSP subscription and from Meta's message charges. Mecverse is vendor neutral, so it sets you up on whichever BSP suits your volume and workflow rather than reselling one platform. The full, current breakdown lives on the WhatsApp Business API pricing page.
Questions to ask any provider
- Is Meta's per-message charge billed by Meta directly, or passed through by you? If passed through, is there a markup?
- Is the monthly subscription per number, per agent seat, or flat?
- Does the setup fee include template approval and business verification, or are those extra?
- Who files the appeal if Meta restricts the account, and how fast do you respond?
- Can I move my number to another BSP later, and what does that involve?
A budgeting checklist before you sign up
Work through this list and you will know your real monthly cost before the first invoice.
- List every message you plan to send in a typical month and tag each one Marketing, Utility, Authentication or Service.
- Mark which utility messages usually go out after the customer has written in (free) and which go out cold (charged).
- Pull the current India rates from Meta's pricing page and calculate the Meta line.
- Pick a BSP tier that matches your team size and add its monthly fee.
- Add the one-time setup and integration cost, spread over 12 months for a first-year view.
- Add GST to every line that is quoted excluding it.
- After month one, compare the estimate with Meta's actual invoice and adjust.
As a reference point using Mecverse's published fees, a business taking setup plus the support retainer spends ₹15,000 once and ₹3,000 a month on implementation and support, before GST. The BSP subscription and Meta charges sit on top of that and depend entirely on your choices and volume.
If you are still deciding whether you need the API at all, read the WhatsApp Business API overview first, then come back to this list.
